GSA Order-Level Materials (OLM)
OLMs are supplies and/or services acquired in direct support of an individual task or delivery order placed against a Federal Supply Schedule (FSS) program contract or BPA. OLM pricing is not established at the FSS contract, but at the order level. Since OLMs are identified and acquired at the order or BPA level, the ordering contracting officer (OCO) is responsible for making a fair and reasonable price determination for all OLMs using FAR 15.404 techniques for commercial price determinations. Using this procedure, ancillary supplies and services that are unknown at the time of the Schedule contract award may be included and priced at the order level or BPA level.
The purpose of this multiple award Small Business set-aside Blanket Purchase Agreement (BPA) is to provide Cybersecurity and Privacy Support Services (CPSS) for the Department of Education (DoED) Federal Student Aid (FSA) and the DoED Office of Chief Information Officer (OCIO) to implement cybersecurity policies, protect organizational information technology enterprise infrastructure, and protect sensitive U.S. citizens’ data from unauthorized access.
Areas of support include, but are not limited to, Cybersecurity Risk Management and Compliance; Information Systems Security Services; Cybersecurity Operations; Software Capability Operations and Maintenance; Security Architecture Support; Security Engineering; and Continuous Diagnostics and Mitigation.
Subcontracts
The purpose of NETCENTS-2 NETOPS & Infrastructure Solutions contract is to provide Network Operations (NetOps), Infrastructure, and Service Oriented Architecture (SOA) implementation and transformation services and solutions to the United States AF (USAF) and Department of Defense (DoD) agencies at locations inside the contiguous United States (CONUS), outside the contiguous United States (OCONUS) and in war zone areas. - Tier 1: focuses on providing strategic advisory consulting services to senior leaders and organizations for transformational change. The task orders in this tier would be shorter term, no longer than 6 months, with up to one year for follow-up and coaching support.
- Tier 2: focuses on providing support to Air Force organizations as they transform their business operations. The task orders in this tier can be longer, but no more than 2 years (longer with approval). The scope of work in Tier 2 includes:

- Program Services include financial planning and budgeting, equity and asset management, records management, office planning, strategic and organizational planning, site selection, and business process improvement. In addition, it provides operating advice and assistance services in areas such as process, physical distribution and logistics; productivity improvement; quality assurance and quality control; inventory management; distribution networks; warehouse use, operations, and utilization; transportation and shipment of goods and materials; and materials management and handling.
